I would not alter the title of Registrar General at present. Certainly not if the alteration would involve the transfer of his Civil status work to another Dept {though why it should I cannot conceive}. The Chinese all understand the functions of the Registrar General, and they ought to understand them without much difficulty.

I concur, but see no reason to alter the title of the Registrar General whose functions must be understood by all persons concerned.
